When I play Dust Elemental, can I return creatures to my hand that are in my graveyard?
Also, can I use otherworldly Journey on creatures that are in my graveyard.

No on both counts.
When an effect says "creature" but not "creature card," it means a card or token on the battlefield that's a creature.
109.2. If a spell or ability uses a description of an object that includes a card type or subtype, but doesn’t include the word “card,” “spell,” “source,” or “scheme,” it means a permanent of that card type or subtype on the battlefield.
Effects that work on cards in graveyards will use both the word "card" and the word "graveyard."
