If the :manax: cost is part of an ACTIVATED ABILITY (example: Lavaclaw Reaches' X ability), then yes training grounds can reduce HOW MUCH YOU PAY for :manax: by up to 2

example: you declare X as 5 and then use training grounds to reduce the cost by 2 and now you only have to pay 3.

note: you can't use training grounds to reduce fireball's X cost because that X is not an activated ability - it is a cost to cast a spell
