Yixlid Jailer's ability is not an activated ability so it doesn't have any interaction with the Ooze.

My question was if he gained all abilities instead of activated abilites.

how would he do that?

it was just a curiosity

but if you want a how then if he got misprinted saying he gets all abilities activated(passive and active abilities)

or if there was a card that could change to activated!

Dont know i just want to know out of curiosity what would happen

think of it as a paralel universe that wizards created necrotic ooze saying

As long as Necrotic Ooze is on the battlefield, it has all abilities of all creature cards in all graveyards.

In that scenario Necrotic Ooze would have no abilities. Almost always in MTG, if there's one thing that says "This can/this does" versus "This CAN'T/this DOESN'T", the negative of those two statements always wins.

For example: One card says, "Prevent all damage" and another that says "Damage can't be prevented". The damage will still be dealt because the "can't" outdoes the "is". :D

But wouldn't it make it so there are no abilities for Necrotic Ooze to gain since all cards in graveyards have no abilities anymore?

Yes, but in addition, and what I think was the original question, is would Necrotic Ooze have it's ability if IT was in the graveyard. The answer to that is also no, because it doesn't say "all other", it says "all". :D

If the Jailer was in play yes, but not if it's in the graveyard.

Well, actually, the Ooze would gain it's ability (under this hypothetical) for an instant, it would cause all creatures in graveyards to lose abilities, and then the Ooze would lose them all. But it wouldn't be an infinite loop, the abilities would be lost, and that's that. :D
