Plated Slagwurm and Galvanoth

ok, two questions on these cards abilities.

1) for plated slagwurm if he's in the graveyard does his ability still work? or would I be able to play Gruesome Encore and target him while he's in the graveyard?

I thought I could because Plated Slagwurm was in a different zone so I figured his ability wouldn't still be active....

2) If I have Galvanoth out on the field and I look at the top card and it's a fireball can I pick any number for (X) since I don't have to pay to cast the spell?

I thought this might be possible since the mana reduction spells work towards (X) but I'm not 100% sure.

1: nope, unless the card specifies otherwise, a card's abilities do not work while it is in the graveyard.

2: if you get to cast a spell with X in it's cost for free, then the value of X is zero.
