Instant adding damage?
So, if I declare and attacker, and my opponent decided not to block it, can I then play an instant (say Fists of the Anvil) and deal an additional 4 damage? OR, does my opponent get to rethink his "letting it through" because I cast the instant?

nope, if you cast it in response to the Declare Blockers step then he can't change the choices he made during that step.
ie: if he says he's not blocking, then he's not blocking.
