Help with a blue deck

Hi there. I am pretty new to Magic the Gathering. The play I have done is mostly with pre made decks. I have tried to make my own deck and would appreciate some suggestions. It is 68 cards now so I need suggestions on what to take out as well. Thanks a bunch.

I took out both Celestial Mantles and both Argentum Armors. They just cost too much to get going and by the time I can get them on something Im either dead or my opponent is.

Does anyone have any other suggestions?

counter spells are always nice as well as tidespout tyrant blue is nice when you can say NO a lot
