Top Legacy

I've been researching Legacy format a lot recently, with the intent of searching for tournaments in my area. When I looked up "Top Legacy decks" I came across this link: http://www.wizards.com/Magic/Magazine/Events.aspx?x=mtgevent/worlds07/legacydecks

Looking over the deck listings, I've noticed that most of them are pretty much the same decks, varying slightly between players. Reading the cards, I can't really peace together what it is, exactly, that this deck everyone is running actually does. Could someone explain to me how it functions exactly?

This thread is also from 2007, so how dated would this deck construction be in today's Legacy format?

That's actually the deck I'm running at the moment so it's not all that out of date. I mean my version is up to date and differs from those listed but the idea of the deck is still the same.

The deck is called Cephalid Breakfast and it's explained here

It's a greaveyard strategy. You mill yourself using Cephalid Illusionist and a en-Kor creature. Once you have both creatures out you basically win and there's very little that can be done about it. Mill yourself, get Narcomoeba out, play Dread Return and return your combo.

One version of the deck for instance returns Karmic Guide, Karmic Guide then returns Kiki-Jiki, Mirror Breaker, Kiki-Jiki, Mirror Breaker copies Karmic Guide returns Sky Hussar and you go infinite hasty creatures and infinite damage when they attack.

The deck is good because it can support Force of Will, Mental Misstep and other kinds of protection like Cabal Therapy to protect its combo. It's also very consistent goldfishing easily turn 3.
It plays about 5 tutors to fix the combo elements and can pack 1-offs of utility creatures in sideboard to interact with other decks in the format.
