Fireball and generic mana reductions?

So if I cast Fireball with X=3, and I already have say Mana Matrix(or any other generic mana reduction card) in play..
Would it affect the damage?

Mana cost reductions do not affect anything about how a card works. They do not change the CMC, the value of :manax:, the damage dealt or anything else.

The only thing it affects is how much you actually pay for the card.

For example, you have 6 untapped mountains and Mana Matrix in play. You can cast fire ball for :manax: = 7. You would pay :manar: + :mana7: - :mana2: = :mana5::manar:
