Deck Challenge: Gotta Pay to Play

So i had this idea about a deck that uses cards to increase the mana cost of your opponent all while lowering yours. i got this idea when i saw how annoying mana leak was when i used it on my friends, countering everything by either making costs to high to pay or just not worth paying for. i figured by just raising costs wouldn't work but if you could lower yours at the same time to allow you to get out better creatures, while you still have extra mana to continue to stop your opponent. the deck can be any format and any color but for an added challenge use only basic lands. I'm terrible at designing decks, but Grand Arbiter Augustin IV seems like a brilliant card for this challenge.

Legendary Creature - Human Advisor
White spells you play cost :mana1: less to cast.
Blue spells you play cost :mana1: less to cast.
Spells your opponents cast cost :mana1: more to cast.

Bonus points from me for anyone using this card who includes Dispense Justice. :D

May not be exactly what you're looking for, what with things like Mana Leak as a reference, but this is a deck I made. It's really fun, but generally it's only pretty useful against creature-heavy decks. Enjoy. :D
