Fork...

Ok so heres how it went down,

My first turn I had a lotus pedal and mountain on the board, my friend played his reanimator deck, he got Iona to the graveyard,then played Reanimate. Now if I use Fork on his Reanimate, do I pick a creature first because Fork is technically on top of the stack, or does he pick a creature first because he played Reanimate first?

A spell's target is selected when it goes on the stack.

in your example.. he casts Reanimate, targeting Iona. You respond by casting Fork, targeting the Reanimate.

the stack starts resolving, first the Fork, once it resolves, you now control a copy of Reanimate that is put on to the stack, this is when you select a target for it, you target Iona.

then your copy of Reanimate resolves, moving Iona from his graveyard to the battlefield under your control.

then his copy of Reanimate resolves, but its target is no longer legal(it's no longer in a graveyard), so the spell fails and does nothing.
