strip mine vs wasteland

Why is Strip Mine banned in legacy, but Wasteland isn't? They do the exact same thing...

On a side note just for conversation, what is your favorite flavor text on a card?

They do not do the exact same thing, wasteland is limited to nonbasic lands.
