In order to help, I need more information.
What style of play do you prefer? (Agro, control, etc).
What do you already have? (Even half built)

The problem with tournament play is that good players don't get pissed of. They expect the worsed to start with.

now all you need is a win condition which is hard when your budget is 10$-20$. 2xArmy of the Damned maybe? 4xBloodgift Demon is good and not to expensive.

I like control better and I have a lot of blue and black commons and uncommons from m12, 4 copies of every common from beseiged, and a bit of innistrad...

I'm a little busy at the moment, so I can't think of a deck build in time for tonight, but you should have a lot of kill, counter and bounce in :manau::manab: common's and uncommons. That's very controly. All you need is a creature or to to beat face with and with no creatures on the opponent's side (bounce and kill should solve that problem), you shouldn't need to worry about being blocked.
