Deck Challenge: Decimator Web

Hey all,

I've been out of MTG for a while but noticed this card a little bit ago:

My challenge is simple: Build a deck around this card.

Bonus points if:
~It is capable of winning using the three win conditions listed.
~It has a sideboard able to help it survive against a variety of decks.
~Primarily a Multiplayer deck but able to hold its own 1v1.

Well that's about all I have! An idea I had was to utilize artifact lands, this, and unwinding clock to spam the ability each turn (maybe a good starting point!)

For the two submissions currently present, I really dig 'em both. The poison counter from Deci-Web can be a brutal enhancer when combined with other cheap poison cards. ^^
