havengul lich question

so i just pulled a couple of havengul liches recently and am curious how the effect works. Is it, for example only one mana to bring something back from a graveyard? or is it one mana as well as that cards mana cost?

it says you may cast it, in order to cast a creature you must pay its casting cost.

it also doesn't let you cast the creature at instant speed, which is something a lot of ppl have been getting wrong.
