Deck Challenge: extreme budget delver

This challenge should be a simple one. Create a casual play Delver of Secrets deck that is considerably usable. It should contain cheep cards that are still playable. It does not need to be restricted to standard, but it can be if you want. It can also be any colors, though it should have blue in it (though that's pretty obvious).

Be creative and possibly find a way to avoid the typical Invisible stalker + Runechanter's Pike strategy. Happy deckbuilding! :)

What is the $ limit on the deck? Under 20 bucks? or can it be higher?
