I noticed that folks tend to recommend cards which should be added to decks in their respective comments sections; however, without foreknowledge of the deck owner's card supply, there's no guarantee that said card suggestions will ever be acted upon.

So, as a possible solution...

Provide a means to mark a deck as a "collection". -- It could be one's entire lot of cards, just cards from a particular set, just cards of a particular color or type, etc.

A "collection" would not appear in the New/Active/Unloved deck lists, nor would it be available via the search page.

It would, however (assuming a "collection" deck is public), be accessible by way of a link on any of that user's regular deck pages.

Now, if a commenter wanted to suggest cards that could be added to a user's deck right away--without said user having to go out and specifically buy them--the commenter could first look at that user's "collection"(s) and make recommendations based on just those cards that are readily available.
