Similar in what way? There's dozens of cards that tap a creature or cause it to not untap or give the option of untapping for a price.

Paralyze is one option, Encrust is a more recent offering, Pemmin's Aura is an awesome version that can be both offensive and defensive, etc...

One that comes to mind is Pillory of the Sleepless. I've always loved that one, it's so powerful. All you need to do is stall your opponent while he slowly dies from his own crippled creature.

in the sense that it remains in play and requires your opponent to continuously pay mana, hurting them if it doesnt.
