Need advice on this U/R deck

Just looking for input on what I could do to improve http://www.mtgvault.com/nikodeemus/decks/flux-capacitor/. The idea of this deck is to provide steady control and burn damage while pumping until Ral Zarek comes in and does his thing.

The deck seems to be all over the place... Get it more focused by cutting some of the one ofs and removing secondary focuses like mill which you don't have enough support for. Most of your deck should be 3-4 ofs to ensure consistency.

If Ral Zarek is a big part of your game plan you need to be playing at least two of him. He's not exactly that great though.

Your curve is too high. Replace some things like Divination with cheaper options like Think Twice which has the benefit of instant speed and can be cast twice for the Izzet pump creatures. Another example is your singles of all your burn spells. Most of them are more expensive but weaker versions of Lightning Bolt. Just play 4 of that to lower your mana costs and have a superior spell.

Drop both the enchantments you have there. They're terrible. If you need unblockable, Artful Dodge does the same thing while still triggering the pump effect of the Izzet creatures.

I would drop the Fluxchargers. It's the weakest of the izzet "spells matters" creatures (which sucks cause the art is amazing). Throw in the new Spellheart Chimera from Theros and Wee Dragonauts from original Ravnica. Young Pyromancers might deserve a spot too.

Another good card for this would be Gitaxian Probe. You can cast it for "free" and it buffs your guys while letting you know if your opponent has counters or fog effects that you need to watch out for.

Thanks for the tips. I'll see about getting my hands on the cards you mentioned and will make adjustments. My collection is rather limited at the moment as I just got back into the game a couple weeks ago after a 13 year hiatus (quit after Urza's block).
