Ruin Ghost and Land tapping.

Ruin Ghost:
{W}, {T}: Exile target land you control, then return it to the battlefield under your control.

So Lets say I have One Plains and one Mountain on the field, Can I tap the Mountain, add one red mana to my mana pool, tap a plains and Ruin ghost to activate his ability, exile the tapped mountain, return it to the battlefield, does it come in untapped? So that I can retap it for a 2nd red mana?

You can do this. Permanents have four characteristics, chosen from the four categories: Untapped/Tapped, Face Up/Face Down, Unflipped/Flipped, and Phased In/Phased Out. Unless it says otherwise (like Treetop Village says it "enters the battlefield tapped") whenever a card changes Zones it enters play Untapped, Face Up, Unflipped, and Phased In. Entering the battlefield from your Hand or from Exile are treated both the same way, so you can pull off the trick you mentioned.
