This deck may cost around $65, But, without the fun/optimized lands (or if you get sphere of safety instead of ghostly prison), this is a great budget deck at around $40. I first saw the card Frost Titan, was familiar with syncopate, mana leak, wanted to make a control deck based around draining the other player's available mana. The rest just kind of fell into place.
Use your early game to counter the enemy's spells with sorceries/abilities/instants that make them pay mana until you get the consistent mana drainers onto the battlefield (ghostly prison, oppressive rays, spelltithe enforcer). After that, get out the win cons in Guile or Lorthos, tapping their mana/creatures with Lorthos and getting the damage in with Guile, as well as taking control of their spells that you counter.

Consider:* Mystic Remora or Rhystic Study to draw cards.* Drain Power to get your fatties into play.* Aura of Silence* Slow Motion instead of some of the Oppressive Rays/Cowed with Wisdom* Powersink, Counterspell, Dissolve or basically any other counter that is cheaper than Rewind (instead of Rewind)* GRAND ARBITER AUGUSTIN IV !!!

Then he should tag his deck properly. Besides, Aura of Silence and most importantly Grand Arbiter Augustine have been reprinted and are Modern legal now.
