Not necessarily. I run 3 Mayors/Immerwolves. You don't need the Parallel Lives in here, or the curses, but it's your choice. You do need to throw in Instigator Gangs though! I was playing my friend with my werewolves and had out 2 Full Moon's, a Instigator and Wolfbitten captive transformed, and attacked with an 11/5 and a 10/5 both with trample and won.
