So having to be surronded by common MTG cards that people leave on my tables has convinced me that I should put these cards to use and make a nice little budget deck for Izzet.
The deck is supposed to play as if it were an aggro deck. It plays really fast cards that cost mana less than or equal to 2 and try to deal a lot of damage in a minimum of turns. In this scenario, you play a 1-drop creature (or Vaporkin) and equip them Aqueous Forms and Dragonmantles for scry and draw. There is a decent amount of scry in this deck so don't mind bad drawing much (unless you can't get a single land out). You can also target the creatures with Titan's Strength for more damage and scry. You do have removal in terms of Lightning Strike, Voyage's End, and Annihilating Fire, so use it wisely.
