I made this deck to piss off a good friend of mine. He said I couldn't use counterspells, so I asked what else blue did beside control the board with counters. He said Bounce? I said ok.
Stop players from playing things by ruining the mana base. Bounce their lands back to their hands, then make them discard them.A fun thing to do is to float mana, play sunder, put lands back into play with Patron of the Moon. Other than that, just be blue and dick around with people.

Talrand Sky Summoner could puke out a ton of tokens in a deck like this.Innundate might fit.You can use Quicksilver Fountain and maybe Back to Basics to also lock up his lands.
