Originally built this same deck for my nephew. I had funwith it, and had the same cards lying around, so I builtthe exact same one for myself too (which is why it has "II"in the name).
This deck fucuses on bouncing the enemy creatures backto the opponent's hand, and stifling their mana rampuntil you can bring out Mishra's Helix, which is a morepermanent method of locking down their land from beingused. Like most blue decks, It's probably very annoyingto play against.
