Nice deck, but it needs somthint to give it haste. Wrath of God and Damnation will end this deck. This deck doesn't need to fear counter, but Extripate or even Simian Specter will remove all rats in one go.
I think you mean Shimian Specter and this deck isn't really designed for the current standard or block constructed it's meant more for casual formats with a slower pace.
I think the deck actually has 60 cards, 22 relentless rats instead of 1 would make 60
I added peat bogs to enable a turn two thrumming stones/brainspoil. Ironically I have never go this much feedback on a deck and this thing isn't even legal in any format!

You don't need 40 relentless rats in fact most people who play decks like these say 18-20 is plenty. search cards for thrumming stones and mana acceleraters are good options for the other slots.
You know what could help you? coat of Arms. Eat rat would give 1+/+1 to each other rat. 20 rats out, = 20 22/22 rats.
