I know pack rat would be fantastic but I'm making this my pauper because rats were the first thing that came to mind.

So I typed like 3 paragraphs on this before I started running out of stuff to say so I started googling it. Just read this primer. It has essentially everything I was going to say and more.

It may not be 100% rat based, but a full rat deck is going to be inferior to one that runs other things.

Quick notes:
Keep the Chittering Rats, Ravenous Rats, and Victim of Night definitely. These are all great cards for control.

Drop Gnat Miser, Rotting Rats, and Mind Rot. Gnat Miser does nothing when your discarding their hand quickly anyway. Rotting Rats really isn't doing much but putting you both on top deck mode with a 1/1 body. Not very effective. Mind Rot is simply outclassed by Hymn to Tourach and Wrench Mind.

Cards to look into would be
1. Phyrexian Rager. For 3 mana you get a 2/1 and draw a card. It will almost always trade with something resulting in a 2 for 1.
2. Liliana's Specter. Basically another rat but has evasion and can trade with Delver of Secrets if need be.
3. Corrupt. Good old fashioned win condition or great removal to put you back in the game.
4. Crypt Rats. The closest thing your going to get to a board wipe. Could also be a finisher.
5. Tendrils of Corruption. Miniature corrupt. Good against aggro.
6. Echoing Decay. Personal favorite of mine. Wrecks face and can trade multiple for 1.
7. Gray Merchant of Asphodel. Another good ender if you decide to go to a more permanent based deck.
