Unless you have a reliquary tower turn 1 or 2, best to play treasure hunt turn 3. I built the slightly non budget version with Boseiju, Who Shelters All.

As long as you don't play a land before playing Treasure Hunt there's a very strong chance of pulling a Tower during the draw. Good addition to the deck! I really wanted to keep this one as cheap as possible. At first I was going to use Spellbook until I realized it'll breakup the Treasure Hunt draw.
