An Ogre Slumlord would be a great addition, not only would your rats have deathtouch, but everytime another non-token creature dies, you get more rat tokens to boost your Swarm.

My suggestion is:
-3x Relentless Rats ( 12 I feel is more than enough)
+2x Ogre Slumlord ( To give all your rats deathtouch)
+1x Ultimate Price ( You can always use removal in a mono black deck)

Maybe Marrow-Gnawer as well. Gives Rats fear and also has the awesome "{T}, Sacrifice a Rat: Put X 1/1 black Rat creature tokens onto the battlefield, where X is the number of Rats you control." OUCH.

But I do agree about Slumlord. At least find room for him; I'd probably prioritize him over Marrow-Gnawer if you have to pick just one.

might want to look into some more efficient removal spells, possibly victim of night or dismember. hero's downfall is good in standard but there are better options in modern. Ogre slumlord seems not very good here, the deathtouch is cute but 5 mana is alot for a dude that immediately dies to a bolt.

As far as boarding into devotion you can do better than specter and underworld connections. If you want similar devotion pumps that have better staying power look into geralf's messenger to replace the specters and phyrexian areas to replace the underworld connections.

This deck is hilarious. The idea of going into mono-black devotion after they sideboard in all of their boardwipes could be really disruptive. I'd like to know how effective the deck is one the sideboard has gone in. Also, I was also concerned about card draw. Without a Phyrexian Arena, the deck burns its hand quick. Especially when Aether Vial gets going. Love to hear more about how it plays if you get the chance!

it played pretty well, i lost to jund, mill and pod... but i did semi- well against america control it does need to be tweeked but i am currently only working on three other moderns and an edh so i wont have money to work on this for a bit
