I like control and Niz-Mizzet so I decided to build a deck around him.
Turn one, drop a shock, Turn two depending on the shock either play an islan, or a plains. At the end of the opponents turn play an Azorius Charm to draw a card or a think twice. Turn three if they have nothing to worry about and you have a transguild in your hand play that. but if they do have something to worry about drop an O-ring or a Dentition Sphere on whatever is scary. Play your Niv-Mizzet as soon as possible. to use the Refuge's use the transguild and the Vessels to generate the green manna to give things flash
