This is a good layout for a mono red goblins. But theres a few things I would reckomend.
Instead of using Goblin Scouts, use Dragon Fodder from Shards of Alara. It does the exact same thing, but costs only 1R.
And as another enchantment, put in Boggart Shenanigans, which deals 1 damage to target creature or player whenever another goblin bites the dust.
and as for the Goblin Lookout, you could keep that in to boost your goblins for a turn, or you could just stick in the Siege-Gang Commander. it gives you 3 goblin tokens and lets you sack one to deal 2 damage to target creature/player. and if you have Boggart Shenanigans out, it deals even more damage. and last comment from me for the day, is to consider getting Goblin Matron which lets you search for a goblin card and puts it into your hand.

You have a nice deck laid out for you, using the Isocron Scepters. I just added 2 into my deck. The Combo for the Rhystic Study is good too. Especially with Guile.
but I guess you wont have much for defense for awhile if you cant bring out Niv-Mizzet or any of the Guiles if you run out of burning spells or counterspells

This is a very interesting deck you are running. there's just a few things you may want to add.
Korlash, Heir to the Blackblade, Lord of the Undead, Death Baron, Zombie Master, Shepard of Rot, Soulless One, and Undead Warchief. These are all good Zombies for a Zombie deck.
Korlash will give you 2 more swamps if you discard it if you have one in play. Lord of the Undead will give your other zombies +1/+1 and can bring your zombies back from the dead. Death Baron does the exact same thing, except that he gives other zombies Deathtouch instead of bringing them back. Despite that you will lose life as well as your opponent, but Shepard of Rot does allow you to kill your opponent quite quickly to end the game fast. Soulless One gets his power from all zombies in graveyards and in play, and then even stronger from Death Baron and Lord of the Undead. Zombie Master (which is also a zombie) gives your zombies Regeneration and Swampwalk. and the Undead Warchief makes your zombies come out for less as well as giving your zombies +2/+1.

this is an awesome deck for discard theme. I especially like that youre using the artifacts as a way of doing it, too.

oh, and one more thing, for your sideboard, replace the War Drums with a Caterwauling Boggart. It has the same effect as the war drums, but its a goblin creature you can look for using Goblin Matron.
Here's a link to my Goblins. Look over it carefully, comment on it if you like. and compare it. In fact, if you wanted to make your deck more effective even more is by adding black mana to it. That way you would have access to Wort, Boggart Auntie. She lets you bring back a goblin card from your grave each turn.

I agree with the Raging Goblins vs. the Mon's Goblin Raider. You also do need the Goblin Matron to search for your goblins. Throw in a couple Gempalm Incinerators to kill one of your opponent's creatures by Cycling it. And you also need something other than your enchantments to boost your goblins' power in order to make the Spikeshot Goblin more effective. And if you need anything else to kick in your opponenet's teeth, get some Boggart Shenanigans. they do come in handy when you start to lose your goblins. and lastly, get some dragon fodder from Shards of Alara cuz they'll give you 3 Goblins for 1R.

You got a pretty nice deck to start with. Especially with your cheaper creatures to feed to your Devouring creatures.

This seems like a very good deck for the most part. Using the sacrifice of goblins as a strategy is great, especially with 4 Shenanigans. And then bringing them back with Wort. but instead of using the Boggart Harbingers, use Goblin Matron. Same mana cost except she is red, and instead of going to the top of your library, the goblin goes to your hand.
And another one to get would be the Siege Gang Commander. He brings 3 Goblins with him, and also lets you sacrifice them to deal damage. Especially with the Shenanigans.
