this deck is designed to be simple, affordable, and yet very effective. this is a regular mono blue deck with obvious counterspells and effective creatures dealing in damage while holding off the enemy until you can bring out colossal whale. as soon as colossal whale is out, you might as well have already won.this deck was designed to still be in standard after innistrad block and m13 rotates.
in this deck you would counter off the opponent's spells while also bringing out creatures like phantom warrior and dealing small amounts of damage, which would eventually add up. use elite arcanist's awesome abilty on a counterspell and then the opponent would not be able to play anything without it being countered. by late game you should have colossal whale out, which in addition to the opponent hopefully not having many creatures out, you would get rid of the rest of his creatures with colossal whale, and therefore resulting in an effective win.
