Having to discard cards can really screw up some players. The idea of this deck is to make an inexpensive Modern deck, and I think a discard-themed deck might be able to get some wins. Advice is appreciated.
Ravenous Rats, Needle Specter, Blackmail, Distress, Raven's Crime, and Stupor are the discard spells in this deck. Quest for Nihil Stone and Liliana's Caress give a bonus for discard, and can help you win. Exsanguinate as a finisher. Sign in Blood to refill your opponent's hand so you can make him discard more (and thus losing more life). Or you could use it on yourself to get more stuff.Ghost Quarter can slow your opponent down even more if, like many Modern decks, you aren't running any basic land. Otherwise, it can stop a threatening land.
