This deck is based on my Izzet burn deck, but with Chandra removed so that it's under $10. Even without Chandra, this is a nice deck. I was able to get 2 wins out of 4 rounds before I even added Chandra to my deck. The basic idea is to burn your opponent until he dies. Creatures like Guttersnipe, Goblin Electromancer, and Hypersonic Dragon help the effects of the spells, while Hypersonic dragon and dragon hatchling give flying power. Brimstone Volley deals extra damage if your opponent kills one of them, and Flames of the firebrand can kill multiple token creatures. I originally had put some Epic Experiments in this deck. Although it sounds like a great idea to do so, it didn't work very well at all. I was never able to get enough mana for it to work effectively, so I'm taking them out. In the sideboard is a combination of 4 Azorius Guildgates and 4 Erases, which can replace 4 islands and 4 other things if enchantment removal is necessary.
