The initial was to use elves to crazy mana ramp into some of the more useful but expensive green spells.later I though well I got all of these green symbols, might as well throw in some devotion cards,and why not some X cost cards as well.
It's not really elf tribal, but it does have a lot of mana producing elves.

Oracle of nectars would not be legal in this deck since it also has white in its cost

Oh. I though hybred cost where ok.
Unfortunately it would count as both, but you could always check with your local play group since the deck is basically mono green with or without it
