It is actually legal in legacy, it thinks the two ghost councils are the same card. The point f this deck is to exile and return all of the creatures with the triad of fates.
Exile all creatures, the artifact makes sure you have enough mana of both types. the instants get you the artifacts and put out weak creatures to soak damage and knock down hp early on
