Not bad.Use the affinity mechanic to reduce mana cost to minimal.Hold the line until your flying creatures can devastate the opposition!-Qumulox and Broodstar are both fine attackers. Even Spire Golem does the trick if you use Gravitational Shift.-Gravitational Shift weakens your opposing creatures and makes even Ornithopter into ferocious attacker!-Counterspells and Sleep keeps your opponent down.-Accorder's Shield is 0 mana artifact that helps to get affinity and even gives your attacker vigilance!

This is a very good deck and its very cheap :DBut it could be a lot stronger,for exInstead of negate i would add mana leakAnd instead of broodstar i would add master ofEtherium,but he can't really fit into a budgetDeck aldo he is a lot better,just think of thatBut make shure u replace negate with mana leak

4x cranial plating and 4x seat of the synod keep this budget also thought cast is probably the most powerful card in the deck so it should be 4So -6 islands-2 accorders Sheild -1 spire golem. (Gets worse with less islands so if you add artifact lands maybe cut them completely and add bone saw as a 0 drop artifact to speed you up) + 4 seat of the synod +1 thoughtcast +4 cranial platingThis should put you right at 20 which according to your intro was the upper price range

Etherium Sculptor instead of Silver Myr, instead of providing 1 mana and been tap, it passively reduce all artifact by 1 for the same CMC and it's 1/2 instead of 1/1 and still an artifact for affinityI would have other suggestion, but it wont remain budget- Grand Architect-Master Transmuter-Vedalken Engineer-Solemn SimulacrumI used all those in my Mindslaver deckhttp://www.mtgvault.com/coldbeer666/decks/mindslaver/

Actually, it wouldn't be bad at all...Except the Gravitational Shift makes it worse.
Assert Authority is a cheaper counter than Mana Leak and fits with the Affinity /Cheap theme you try here even tough you cant counter before you put some atifacts in!
