A mill deck designed to quickly and efficiently mill your opponents deck before they can do anything about it.
Blue is typically about control. Countering, taking control of opponents creatures, and milling are the main ways blue controls the board. Well Here you're going to utilize your creatures to mill your opponents down trying to quickly get there best spells out of their library into their graveyard.

Hedron Crab will mill your opponent for three each time you play a land and with all four out you're milling for twelve with each land you play.
Every time you play another blue spell while you Have Drowner Initiate out means two more cards you can mill from an opponent by paying one blue and a colorless.
Use Wall of Frost to slow your opponents creatures down.

Keening Stone Will keep your opponents focused on getting rid of it, Why IT provides a big threat to their deck. If you pay five colorless, with it you'll mill your opponents library equal to the cards in their graveyard. And Using this deck means that your opponents should be losing cards to their graveyard often.

Use Tome Scour, Sanity Grinding, and Traumatize to Knock your opponents deck down with a nice hit to your opponents library, and even use Traumatize with Keening stone in combination at the right time to mill the rest of your opponents library down to ZERO.

Use Memory Erosion and Jace's Erasure to Keep your opponents thinking and less focused on what you'll play next but what's already in play. Both of these enchantments will keep your opponents on their toes and worried.

Use Grinding station in conjunction with Semblance Anvil and at least two Myr retrievers to Infinitely Mill your opponents decks.
