I see you associate blue with counters... lol seems a strong deck idea but when I think blue I think tricky you are missing the frozen aethers that make the new time spiral block blue so tricky tefari + whelks + aethers make it hard for an opponent to make the hasty plays that can save their butts ancestral visions is an overplayed and overated card it takes to long to get the cards you want without a paradox haze maybe think twice for the flashback and instant speed.

Well you've found a cool way to merge them, you've added mana acceleration and counterspells but I don't see much of a win condition aside from countering a high costed spell with draining whelk. If you're just looking for a way to combine green and blue I'd look towards simic +1/+1 counter decks, they can control the board and get big creatures out.
just so you have more control in your deck i would put in mystic teachings so you can look through your deck for watever you really want
