I think that the mill mechanic is not very strong here, and without strong creatures and not too disrupting cards here, you can get in troubles sometimes. It seems a mix of mill and Turbo Fog, i would suggest turning this to mono blue, if you want to make it mill oriented, or keep it G/U but remove the mill cards like Mind Sculpt, and add cards that could give you card avantage.
