You need more cards with more white mana symbols in their casting costs. Springjack Shepherd and Changeling Hero is only going to produce 2 goats. You should add cards like Thistledown Liege, Divinity of Pride, and Plumeveil. These cards will produce tons of goats.

whoops double post!
You use Changeling Hero to remove Shepherd fromt he game, then sac him as a goat or use momentary blink. With Panoptic Mirror it's nearly infinite. And I have plenty of cards with white mana symbols. Try every card in the deck.
