I'd push the Windstorm into the Sideboard.Tezzeret's Gambit is great in a deck looking to Proliferate like this.You're in Black, so it'd probably be good to make use of some of the better removal like Fatal Push and Go For The Throat.(Also, if this is aiming to not be a budget deck, Abrupt Decay, Maelstrom Pulse etc).I'm a huge advocate of ramp in decks like this. I see you've got the Cultivates, but I'd suggest Elves of the Deep Shadow, Elvish Mystic or Llanowar Elves. At least 4.Otherwise, it seems like a really sweet deck.
