I'd put in only 1 Primal surge. That way every other card in your deck is a permanent and you can literally play your entire deck once you play your Primal Surge. If you have a second Primal Surge in your deck, it could work against you, depending on how far up to the top of your library it is. You may end up exiling it before you can get the first one to do any real potential.
