Preordain is better than Foresee, IMO. If only because it's a 1-drop, you can play it on your first turn, giving you an effective 3-card advantage over the opponent right out of the gate.

Also, since you're essentially relying upon Soliton to defeat your opponent's, you should have some way to cheat him into play. I'd find some room for a few Kuldotha Forgemasters (I'd say, in place of 1x Prototype Portal, Semblance Anvil and Crystal Ball). And at that, once you do have your Soliton in play, it's too easy to remove him and disrupt your.. well.. only win condition. You definitely need to be running some Turn Aside, Mana Leak, and/or Stoic Rebuttal. Don't expect Turn Aside to save you on it's own, though. While a 1-CMC counter spell is amazing, it won't protect against permanents your opponent casts that can disrupt your Soliton / Heavy Arbalest combo.
