Memory Erosion is best that seems, blue dont win on rampage, so paying only one time 3 mana and constantly mill the opponent is great, you will slowly empty their library, and is vital if you play in a team like two headed giant, because cards like Tome Scour that target only one opponent will get week. Grindclock is good for milling too, if you play it early and wait a few turns, for no cost you can drop 3, 4, 5, or whatever you want, enemies cards in their library to their graveyard.
