This is a control deck that uses defenders to mill 'eot' ftw. :P A friend let me borrow this deck of his because I liked the theme so much and wanted to have a decklist available.
Basically you need green mana by the 3rd turn, but for the most part you need all the double blue you can get for Dissipate and Rewind. So.....1st turn crack evovling wilds for either island --> double blue, or a forest for your single green.2nd turn play either Fog Bank for defense, or a Gatecreeper Vine to solidify mana base.3rd/4th turn you set up your eventual win condition with Doorkeeper or an Axebane + Sands.

If you get some Galvanic Alchemists in there you can do the infinite mana combo and mill opponents entire deck with Sands or Increasing ;)Galvanic Alchemist + Axebane Guardian + any 3 defenders on the board = infinite mana :)
