I think I'm going to keep Kiora for a couple reasons: She leaves more room for other cards since I'm trying to keep this under 30$, She's more versitile since she can untap creatures (some of which can untap the gates anyway), her minus two could also be helpful for getting the gate I need out, and I already have her. Plus, if need be her 3 8/8s could be helpful, although Garruk's beasts and bonus could be too. The titan is probably too expensive. I might be able to work him in, but it's unlikely. About the mana: I haven't tested it, so it might not work, but with two of each gate, there are eight lands that can produce any given type of mana. There are lots of cards for untapping the ones I need, and a good amount of cards that let me search for the specific gate I need. Also, I try to keep the deck modern legal, but my playgroup is mainly casual.
Although it does break the game, combos like this seem fitting for Kaladesh somehow.

If you want to go for scrying, Jace's Sanctum might work better
I added in two Bastion Inventors, it needed a few more creatures. Padeem's mainly to give them hexproof. Also, if I happen to get him out with Tamiyo's Journal, then his ability might activate. You're right about the lands though. Any idea what I should cut?

You forgot the most basic counterspell of all: negate.
Seems too creature heavy. Maybe some negates and fogs, at least?
Affinity for artifact cards would help you here. Also, you know Blacker Lotus is a joke card? It has to be torn into pieces. Did you want Black Lotus maybe?

This wasn't meant to be a deck, I worded it wrong in the description. If you look at the tags you'll noticed I tagged it "not a deck." Since it does say "deck" in the description, I can see why you would be confused. I'll change it.
Maybe tablen's not sure how it works with the scepter...I'm not sure what its converted mana cost is
