If you're only cheating it out turn 5-6, it seems like it might be easier to simply use a ramp deck
Short answer: No, they wouldn't be allowed. Long Answer: Anything with a color identity that includes a color not in your commander's color identity can't be in that commander's deck. The color identity is the color of all mana symbols in the mana cost and the text. For example, Resounding Wave could only be played in a commander deck who's commander's color identity includes white, blue, and black, like Oloro. http://www.mtgvault.com/card/resounding-wave/ALA/http://www.mtgvault.com/card/oloro-ageless-ascetic/C13/Note: This is just the color of mana symbols. The actual symbols do not have to be present on the commander. A card with Phyrexian or hybrid mana COULD be used in a deck with a commander without those symbols present. You could run Crag Puca or Gitaxian Probe in this deck, despite those exact mana symbols not being present on your commander, since their mana color is. Colorless mana cards, such as Thought-Knot Seer, can be run in any deck, because it has no color identity. I want to have some proliferating, and I want to include Time of Heroes, but I'll take out some.
I've updated the deck to be Esper. There's definitely some black cards that still should go in here, but I wasn't quite sure what, so I just added a few.

I'll try to for in a path to exile since I have one, but I try to keep my decks under thirty dollars (though I'd be willing to go a dollar or two over) and this is pushing it already. Any cheap value spells you can think of?There's a similar problem with making it esper. The mana base would be too hard to make cheaply. I'm thinking of making a non-budget version, so do you think I should make that esper?

Why do you have the white artifact land? The only card in here that requires white mana also requires sacrificing itself, so it won't net you any artifacts for atog

If you really want to make the kobolds worth it, I'd suggest spells that care about red creatures or spells. Also, I'm surprised lightning bolt is legal in pauper

Seems good. Not an expert on standard - mainly just pay attention to what I can online - but the sideboard seems good against the major threats. Granted this isn't made to win all kinds of competions though, just maybe win some FNM and have fun
