Rushing your opponents down when their hand is empty is both fun and easy, there is nothing else to say.My budget decks are supposed to let you have fun! Which is what i think MtG should be about, i try to make these decks as competitive as possible while still leting you to have a blast while playing them. If you can make your friends to spend around 50$ you could buy 2-4(some of my decks are under 10$) of my decks and make the experience even richer! Also don't just copy the whole deck(you can, but if you can improve something DO IT!), if you have a better idea pls let me know, i can't always make the perfect deck and sideboard. Again GL and HF!

Heres a couple cards to check out. Locust miser reduces your opponent's maximum hand size by 2 and gnat miser reduces there hand size by 1. Both cards are very affordable and work with your theme.

I may put in Locust miser as a 2 of and cut Guul Draz Specter but you really want to have their hand empty, reducing the size won't help that much since you need to empty it super quick but it helps in control matches, besides that i think that their hand will be under 5 cards trun 4. Anyway thanks for liking and suggestion, what should i cut for 2 Locust miser?
Thats a good question but i have to agree with you, maybe put guul draz in the side board.
