It's not so much a mill deck, but sorta a mill-aggro type thing. Though you can win by milling your opponent, more often than not Wight of Precinct Six or Nighthowler get enormous and you win by doing damage. It used to be standard legal but Khans came out and I replaced 4 Dimir Guildgates with Dismal Backwaters. It's not that good but it's a hell of a lot fun to play. I'm no good at making sideboards so suggestions are welcome :)
Mill your opponent and hold off his creatures with Death's Approach and Doom Blade until you can get out a Wight of Precinct Six or a Nighthowler. If either of them are big, play Phenax and tap with everything to mill with him the endstep before your turn. To deal with those pesky control decks that don't run many creatures, you'll probably have to win by decking them. Crypt Incursion is your panic button, use it wisely, as it will put your Wights at 1/1s and kill your Nighthowlers unless you have some creatures in your own graveyard. If you're doing multiplayer, I've found that it works best to focus on milling just one person, milling isn't effective split among several people. Don't attack whoever you decide to mill though, you wouldn't want him to die first, you would lose a graveyard. Hero's Downfall would be better than Doom Blade, but this is my actual deck that I copied onto here, and I don't have enough Hero's Downfalls, so if you want to make this deck yourself that would be the first place to upgrade I think. Also something besides Returned Phalanx would be good, but I have a foil one and want to use it XD
