it seems that way yes, but think like this- mulligan until you have a hand with a treasure hunt,cast treasure hunt once you have 4 manacontinue drawing until you find another hunt or an infestationeither play infestation, or repeat the whole process.the biggest flaw would be treasure hunting and drawing an infestation really early
